The term "neighbors" refers to the fact that the agricultural plots must be located within the same municipality or in neighboring municipalities of the manure provider's operation.
How does the neighbor agreement work?
The neighbor agreement allows manure to be transported and used locally without official trade in manure taking place. This applies to both solid and liquid manure. However, the transfer must be properly registered, and since January 1, 2025, it is mandatory to use AGR-GPS for liquid manure. The involved parties must be able to demonstrate that the manure is applied in compliance with the regulations.
Rules and regulations
To prevent abuse and over-fertilization, strict rules apply to the neighbor agreement:
- Manure may only be transported to agricultural land within the same region, or at most, to a neighboring municipality.
- The total amount of manure must be correctly recorded and processed in an agreement between both parties. This must be done within a period of 3 months within the same calendar year or until the validity of the manure analysis expires.
- Since 2025, it is mandatory to use AGR-GPS for transporting liquid animal manure under the neighbor agreement to ensure transparency.
- If less manure is transported than what is stated on the registration certificate, the agreement must be partially or fully canceled within a month.
