New AGR-GPS legislation in 2025: what does it mean for your business?

15/02/2025

Since January 1, 2025, the obligations regarding AGR-GPS have been expanded to make manure transport more transparent and easier to control. QEOS is happy to assist you in smoothly adapting to these regulations.

Obligated use of AGR-GPS

Starting from January 1, 2025, AGR-GPS is mandatory for the transport of liquid animal manure under a neighbor agreement. From July 1, this will also apply to the transport of manure on one's own land. Transport to manure processing facilities and manure bags with a neighbor agreement must also be registered through AGR-GPS, starting from January 1.

Using approved manure transporters

Starting from July 1, 2025, the use of an accredited manure transporter will be mandatory for all transport in area types 2 and 3 for the transport of animal manure. This applies to both liquid and solid manure. The date has been moved forward by one month compared to the original date, which was previously set for August 1.

More rules for transport of manure

The mandatory pre- and post-notification of neighbor agreement transports to manure processing has been abolished. Only an agreement is now required. If less manure is transported than stated on the registration certificate, the agreement must be partially or fully canceled within one month after the transport is completed.

Release of effluent

Finally, an arrangement will be in place for spreading effluent starting from September 1, 2025. Currently, the AGR-GPS obligation is already in effect, but starting in 2026, it will no longer be allowed to be spread after August 31, except on clay soils. You can choose to comply with the AGR-GPS obligation by using, for example, the QEOS software or by hiring an accredited manure transporter.
